One of the South Coast’s most recognisable landmarks has entered a new chapter following an agreement between Portsmouth City Council and major property company Landsec.
The council has announced a 25-year partnership with the business, which owns and operates the nearby Gunwharf Quays retail and leisure destination, for the operation of the Spinnaker Tower.
The new arrangement took effect on 11 October 2026 and represents a significant long-term development for one of Portsmouth’s principal visitor attractions.
Standing approximately 170 metres above Portsmouth Harbour, the Spinnaker Tower has become an established feature of the city’s waterfront and a prominent symbol of its tourism economy.
Its location alongside Gunwharf Quays places it within one of the South Coast’s major retail, hospitality and leisure destinations.
The partnership brings together a landmark visitor attraction and an established commercial property operator with experience managing large retail and leisure environments.
For Portsmouth, the agreement is significant because major visitor destinations contribute to economic activity extending beyond their immediate boundaries.
Tourism supports hotels, restaurants, shops, transport providers and other businesses, while successful attractions can encourage visitors to spend more time in a city.
The tower’s position overlooking Portsmouth Harbour also gives it a distinctive identity within the region’s tourism market.
Landsec already has a substantial commercial presence in Portsmouth through Gunwharf Quays, which accommodates a mixture of retail outlets, restaurants and leisure businesses.
The company has previously highlighted the economic contribution of the waterfront destination, reporting that Gunwharf Quays generated more than £145 million in local economic value in its annual social and economic impact assessment.
That figure relates to the wider Gunwharf Quays development rather than the Spinnaker Tower itself, but it demonstrates the commercial importance of the surrounding destination.
The latest agreement creates an opportunity for the tower to form part of a more closely connected waterfront visitor experience.
For local businesses, the long-term nature of the partnership is particularly relevant.
A 25-year operating arrangement provides a substantial planning horizon for the attraction, although the commercial details and any future investment commitments would need to be assessed separately.
The announcement also reflects the role that partnerships between local authorities and private businesses can play in managing prominent public-facing assets.
Councils across England continue to face pressure to maintain services, manage property portfolios and support local economic development.
Arrangements involving established commercial operators can provide an alternative approach to the management of visitor attractions, although their effectiveness depends on the terms of individual agreements and subsequent performance.
Portsmouth has invested considerable effort in developing its waterfront identity, combining its naval heritage with modern retail, leisure and tourism facilities.
The Historic Dockyard, Gunwharf Quays and Spinnaker Tower collectively contribute to the city’s appeal to domestic and international visitors.
Maintaining that appeal is important for businesses operating across the wider Portsmouth area.
The agreement also comes as the city seeks to strengthen its commercial environment and attract investment into other parts of Portsmouth.
With Landsec now taking responsibility for operating the tower under the long-term partnership, attention will turn to how the attraction develops and whether the arrangement creates additional opportunities for visitors and neighbouring businesses.
For Portsmouth’s tourism economy, securing a long-term operating partnership for such a prominent landmark represents a notable development.
